Type your text. For Adobe Photoshop 5.x Users, you must render the text layer (Go to Layer> Type> Render Layer).
Go to Filter> Blur> Gaussian Blur... and set the Radius to 5.5
Go to Filter> Pixelate> Mosaic... and set the Cell size to 10 pixels.
Go to Filter> Sharpen> Sharpen, press Ctrl+F to apply the last used filter (sharpen). Repeat as necessary.
